The ANMC Operating Rules can be changed at any time by a ⅔ majority of active ANMC members. Changes will be posted on the Committee’s page at the GPUS website.
The Operating Rules align with the corresponding sections in the Policies and Procedures.
OR 3.1.Committee Roles Descriptions (ANM and PNC)
May Include, as appropriate, the following:
Administrative Coordinator/Spokesperson/Co-Chair: Coordinate committee meetings, organize materials/records on Google Drive, manage communications, and other associated managerial tasks.
Logistics Coordinators/Spokesperson:
Manage communications, co-facilitate committee meetings, Logistics of the ANM/PNC – Host site proposals, site visit, all logistics associated with the event, liaison with host state and venue
Secretary:
Meeting notes, Zoom links, Loomio, Google Drive Management, etc.
Programming Co-Coordinators:
Co-manage workshops (Manages everything related to programming outside of the Convention (PNC)
Collaborate with the ANMC and Steering Committee on the fundraiser, keynote speakers, panels, films, etc.
Recruit Greens to deliver workshops and other presentations Collect and review workshop submissions
Maintain communication regularly with presenters
Recruit room hosts [even in-person]
Arrange practice sessions with presenters and room hosts Facilitate technology needs for the presentations
Volunteer Coordinator:
Recruit volunteers for the various tasks associated with the ANM/PNC, in collaboration with the other coordinators
Assist in maintaining a list of needs from the other Coordinators, list of volunteers and schedule
Assist with scheduling and implementation of volunteer orientations
Tech Coordinator (including streaming):
Collaborate with the ANMC on the needs of the event
Enlist volunteers, in collaboration with Volunteer Coordinator, to assist with the identified needs
Social Media Coordinator (May be combined with Media Liaison):
Works with the Media Committee to produce social media posts, in collaboration with ANMC (and Event Planner for PNC)
Media Liaison (May be combined with Social Media Coordinator):
Liaisons with the Media Committee (or vice versa – a Media Committee Liaison may serve as a non-voting member of the ANMC).
All PNC (Convention) related:
Hired Event Planner, in collaboration with the ANMC.
OR6.Scheduling
Approximate Timelines (may fluctuate depending on circumstances at the time)
The timeline for the next year’s ANM will begin approximately one and one-half years prior event and will include the following components:
- Solicit letters of interest from states that may want to host via the NC list and via a live virtual orientation
- Collect proposals from interested in person host states
- Potential site visits for in person
- ANM Proposal, including virtual and in person, to NC for discussion to take place before and during the current year’s ANM
- Arrange for virtual and in person* proposal presentations (*from states that submitted proposals) to the NC.
- NC voting on the next year’s ANM format
- Planning for the next year’s ANM for the format chosen by the NC will continue after the NC vote.
- If in-person is chosen by the NC: Should registrations for the in-person ANM not meet the threshold for funding it, the in-person event will revert to a virtual event, pending the timeline proximity to the event along with the contract stipulations of cancelling the in-person venue.
OR6.1 Presidential Nominating Convention (PNC)
The operation rules and timeline for the PNC will be followed in accordance with Federal guidelines and the GPUS Bylaws. Specific details will be included in this section as appropriate.
OR7. Committee Rights and Responsibilities – Productive working environment
OR7.1. Expectations
Before beginning any process leading to curtailment or elimination of membership privileges, the committee shall take steps to maintain a productive working environment by informal actions by committee members followed by informal actions by committee co-chairs. These steps shall include:
- Communication with the member’s state party requesting they intercede with the committee member regarding the behavior(s) in question.
- Use of facilitation, counseling, mediation, and/or arbitration services, as provided through the Dispute Resolution Committee or a mutually agreed upon outside source if necessary, which shall be encouraged and expected.
- No member shall be subject to official action before being permitted to consent to mediation and/or arbitration.
OR7.2. Petitioning
If all efforts listed above fail, a petition may be filed by any three or more members of the committee (including co-chairs) from three different states (hereafter known as “the petitioners”) to require the committee co-chair(s) to initiate and administrate formal action to curtail membership privileges with the following steps:
- If all co-chairs are also petitioners, the committee shall elect another non-petitioner member to administrate.
- Procedures for discussion and consensus /voting on the petition shall be according to regular procedures as described in the P&Ps.
- The specific written charge(s) and proposed action, as determined by the petitioners, shall accompany the petition.
- The petitioners shall have full discretion for determining the charges and proposed scope of action.
- A 2/3 quorum and 2/3 vote of the committee, shall be sufficient to confirm charges and the initiate action(s) detailed in the petition.
- The committee co-chair(s) shall initiate and execute approved action(s) and notify the member, the member’s state, and the GPUS Secretary immediately following the vote.
OR7.3. APPEAL PROCESS
OR103.a. Immediately following a member’s confirmed notification of a committee’s vote to take action to curtail or eliminate membership privileges, the member’s state may appeal the decision to the Co-Chairs of the ANMC and the GPUS Secretary.
- The appeal will be reviewed by the ANMC and accepted or rejected by vote according to voting protocol established in the P&Ps.
- If accepted, the member will be reinstated.
- If rejected, the member’s state may bring the appeal to the GPUS Steering Committee for further review and action.
OR7.3.b. Immediately following a member’s confirmed notification of a committee’s vote to take action to curtail or eliminate membership privileges, the committee’s cochairs shall notify the NC voting listserv and Secretary of the action in writing and the Secretary shall re-post the petition on the NC listserv.
OR7.3.c. The committee member in question may, within seven (7) days of these postings, appeal the committee’s action by notifying the NC and the Secretary of the appeal, in writing (in person, by mail, or by email), with the secretary reposting the notice, as above.
OR7.3.d. Any two or more delegates from different states, other than the person making the appeal, may within seven days of the posting of the appeal, accept the appeal.
OR7.3.e. If two or more delegates from different states accept the appeal, the SC shall then schedule a two week discussion and one week vote including the following procedures
The petitioners shall designate a presenter
The SC shall appoint a floor manager
The committee’s cochair(s), or their designee(s), shall present support for the original petition for action
The vote shall have a two-week discussion period and a one-week voting period
A majority vote shall be sufficient to overturn the committee’s action.
OR7.3.f. If an appeal is not accepted by at least two NC delegates from different states within seven (7) days of the posting of the appeal on the NC listserv, it shall signify that the NC acquiesces to the committee’s action and the decision of the committee shall be considered final.
OR7.3.g. If the NC votes to overturn a committee’s action the committee shall be required to immediately reinstate all privileges to the committee member in question.
