1. Approval of minutes from Dec. 18 CCC call
2. Logan Martinez will discuss his proposal with the CCC. (20 minutes)
Purpose - to get people thinking ahead of time about this year's election. Positive feedback from a number of people on the National Coordinating Committee Trying to put this forward in a general framework that allows for several different strategies for each state. Finding good candidates and getting them to run. First part, Green mobilization, unity and coordination in running for office. Second and third part, mobilizing plan for volunteers and funding to support candidates.
Brent M. - Has concerns because we are looking at what could be our best year ever. 34 identified congressional candidates. List serve is already up and running. Funding part of this. Brent is concerned about the additional work that he might have to do. Volunteer fundraisers are unreliable for this sort of thing.
Jen - Concerns that this doesn't suggest specific action.
Logan - get the NC to focus more in this direction. Proposal is not meant to slight the Congressional effort or any other effort. A focus more to the grassroots efforts. Fundraising - pledge bin for candidates. See it as a possibility of raising some funds above how we're normally able to support candidates.
Greg - Bringing this to the NC to vote on at this point just doesn't seem like the way to approach things. There aren't really details as to how to do things. Proposals that doesn't have everything nailed down tends to create havoc. Every state has got a different situation for every reason. Why put a proposal out there knowing that not every state will have to do it? Votes of sponsorship from various states would help Greg to support it.
Dave - Shares some of Greg's concerns. What exactly is this going to create?
Sally - Suggests that states should be doing these things anyway. Perhaps we need to encourage them to do so.
Logan - response to Greg and David. There are a number of states that have an interest in co-sponsoring this.
Brent McMillan - fundraising committee is already pushed to the max. Most programs are going to have to grow to meet the budget. If you're not specific about the proposal and why
Jen - Fundraising should be done by candidates. We need to be teaching candidates how to fundraise instead of fundraising for them.
Logan - we have had infighting going on since the beginning. This proposal uses an approach that encompasses what people are already doing. Danger of being over-ambitious. Gives us some kind of direction that is common sense. Strong electoral component. Stimulate thinking about it.
Sally - We can assist states developing their own plans on a case by case basis. We have a fundraising committee who's pledged to help anyone (state or local party, etc) develop fundraising plans. They can assist with that. I don't think we, CCC, has enough capacity to do 2 fundraising drives. We can assist with reviewing state's own strategic (campaign, volunteer, etc) plans and make suggestions. Not create a state plan, but add to or revise existing/ working plan created by the state. How specifically could we mobilize volunteers?
Logan - Encourage pre-planning for candidates and states.
Brent McMillan- Educating people about fundraising should be a priority. State committees need training about fundraising.
Greg - Need to move on during the agenda

Robb - Do the advisors and observers proposal online. We will vote on it this week.
Resource Committee report (10 minutes)
- Proposal is going to the resources subcommittee tonight, will be approved by next call.
State Associate discussion? (15 minutes)
Greg - within each region, there may be state parties that are easier to work with. Just start talking to the state associates and they will learn to do their job and we will learn to do our job.
Brent McMillan - When the program started, State associates were used to contact every state once a month.
Jen Walling will assign the state associates to each person. We will contact each person once a month.
