I don’t really see the need for this.
“Non-animal” covers everything, including rats, mice, and birds.

This additional sentence is necessary. The “non-animal” refers to redirecting funding. In the mean time, while vivisection is occurring, rats, mice, birds are not covered by the Animal Welfare Act (rather chimps, dogs, cats, and numerous other animals are covered), and thus we need to make it clear that all animals need to be covered, for what it’s worth. I’ve served at my local state university on an Institutional Animal Care and Use Committee (IACUC) and there are minimal regulations for what universities can do to animals who are covered.
The reason this amendment is necessary is due to a 2002 amendment to the Animal Welfare Act introduced as part of an Agriculture Appropriations Bill. The amendment excluded specific animals – rats, mice and birds – from the protections provided by the Animal Welfare Act. Yet these are the most commonly used animals in laboratory research.
