Presidential Campaign Calendar 2015-2016

This calendar includes:

• Ballot access deadlines for state parties to qualify for the ballot for 2016 and/or presidential candidates in those states where the party is unlikely to get on the ballot (where a party is on the ballot, the candidate need not qualify separately)

• State party presidential primaries

• State party conventions at which state parties will select their presidential delegates and dedicate them to the declared presidential candidates

• GPUS presidential candidate recognition deadlines (deadlines the candidates must meet to be recognized as a declared candidate by the GPUS)

• GPUS presidential convention deadlines around state party accreditation (deadlines state and territorial parties must meet to be accredited to have delegates at the 2012 convention, including submission of their delegate selection plans and credentials applications, and the deadline for responses by the GPUS Credentials Committees and appeals to their findings)

…..10-1.5 Receives and submits written support from 100 Green Party members to the GPUS Secretary, with no more than 50 from one state, and including members from at least five state parties; this requirement is not applicable until December 1st of the year preceding the presidential election;”

– December 21 through January 31: Green Party of California’s Standing General Assembly discusses (12/21 – 1/24) and votes (1/25-1/31) upon which candidates the party will recommend to the California Secretary of State to appear on the GPCA’s June 2016 presidential primary ballot. – December 31: Date by which requirement to establish a campaign committee with the Federal Elections Commission becomes applicable for candidates seeking GPUS recognition as declared candidates as per Article X of the GPUS Rules and Procedures.

January 2016

– January 05: PCSC conference call

– January xx: PCSC co-chairs shall make written reports under 10-2.2 of the GPUS Rules and Procedures regarding Recognition of Declared Candidates for the GPUS Presidential Nomination
     10-2.2 The Presidential Campaign Support Committee co-chairs shall make a written report including all documentation to the committee when an individual has met eligibility under Section 10-1, including a report on the objective efforts made to satisfy all requirements under Section 10-1

– January 23/24: Green Party of California General Assembly, San Diego. Presidential candidate panel will be featured.

– January 26: PCSC conference before February 1 to review written reports under 10-2.2 and candidate achievement of eligibility under Section 10-1 Recognition of the GPUS Rules and Procedures regarding Recognition of Declared Candidates for the GPUS Presidential Nomination

January 31: Green Party of California Standing General Assembly completes vote upon which candidates the party will recommend to the California Secretary of State to appear on the GPCA’s June 2016 presidential primary ballot. Full GPCA process explained here.


February 2016

– February 1: Date by which $5,000 fundraising requirement becomes applicable for candidates seeking GPUS recognition as declared candidates as per Article X of the GPUS Rules and Procedures

…..10-1.7 Raises at least $5,000, not including self-financing, for the purpose of his/her campaign; verified by submission of a campaign finance report to this effect with the Federal Elections Commission (FEC), received and posted on the FEC’s web site; where no more than $500 from any individual donor may count towards this threshold, and where at least $300 must come from at least five states, or at least $100 from at least ten states. This requirement is not applicable until February 1st of the year of the presidential election;

Date by which the following requirement becomes applicable for state parties as per Article II of the GPUS Presidential Convention Rules:

…..2-7.1(a) At least 120 days prior to the convening of each Presidential Nominating Convention, each state’s Green Party shall submit to the Credentials Committee, a Delegate Plan for selecting and instructing its delegation. The Credentials Committee shall post a copy of each Delegate Plan on its web site.
…..2-7.3 Change to Delegate Plans
…..2-7.3(a) After its Delegate Plan has been submitted to the Credential Committee, no change to the rules used by a state Green Party for selecting or instructing its delegation shall be binding unless the state Green Party submits within thirty days of such change to the Credentials Committee a supplementary report describing those amendments.

…..2-8.1 Not later than 14 days following any action to fill seats on a state Green Party’s convention delegation, a state party shall file with the Credentials Committee the results of its delegate selection process, including vote totals and the proportion of support enjoyed by each candidate seeking the nomination of the party, as well as a list of delegates and alternates and an explanation of how each has been instructed to vote in the first round of voting in the convention’s Presidential Nominating process.

June 17: Deadline by which gender-balanced Co-facilitators shall be nominated by the Steering Committee to co-facilitate the decision-making process for adopting the Report of the Credentials Committee, and submitted for confirmation by the National Committee as per Article V of the GPUS Presidential Convention Rules

– June 17: Delegate Credential Applications due from state parties as per Article IV of the GPUS Presidential Convention Rules

…..4-5.1(a) found the application to be consistent with these rules, with a preliminary finding of the number of delegates the committee expects will be credentialed at the convention; or,
…..4-5.1(b) found the application to be inconsistent with these rules, or incomplete with a preliminary finding of the number of delegates the committee expects will be credentialed at the convention; and, provide instructions on how the application may be corrected to be consistent and complete.


August 2016

– August 1: Deadline by which each state party shall elect a State Delegation Reporter and an Alternate State Delegation Reporter from among its delegates and provide the Election Administrator with their contact information as per Article V of the GPUS Presidential Convention Rules
