Apportionment Tabulation Committee (Holly) – 10 min.

This involves calculating and implementing the delegate apportionment formula to the current apportionment of the National Committee. The most recent update to the committee should have been in Nov-Dec, 2022. To avoid running into schedule and logistical conflicts with the presidential nominating process, PNC credentialing and convention planning, it is reasonable to reactivate the committee as soon as possible. So far, a couple past members have offered to serve on the committee again. See Rules & Procedures, Article VIII. 8.2-3 for details on how the committee is established and the work involved.

Mt Party of WVA: $5,000. Lawyer is request $10,000; Mt P of WVA is providing the other $5,000. An individual with a history of frivolous lawsuits has declared himself resident of the Mt Party of WVA, and a stoup has run candidates. Ongoing situation is unresolved, and that may lead to MPWVA being unable to run candidates in 2024. Funds are requested for legal representation. Considered very likely chance of winning the case. If they are able to gain legal fees form the case, they will refund that amount GPUS.

Responded to letters from high school students in Ohio/ One earlier online, two just forwarded in a packet from Darryl! Moch. Also relayed two articles sent for the Women’s Caucus. Is it possible to have something to send student inquiries – sticker, book mark?
Began going through Google System with each committee.Aim is to ensure committees are now housed under the “GPUS roof,” with access managed by committee co-chairs or designees. See at least four Committee folders that may need to be rebuilt; not a problem, but will need to alert committees of a temporary “outage.” Result will not affect access and committee management.
Letter to bank adding Rob Stuller as signatory is ready to go. Need to know where to send it, or if it can be sent electronically.
Would still like reimbursement of $16.00+ for registered letter in the attempt to retrieve the errant laptop.
Credentials Committee – second round of elections in the works, will come out this week.
Plan is also to call for Forum Mangers this coming week. Takes place first in the SC. Darryl! asked Holly to see if the current forum managers are interested continuing. they will need to be renominated; then ask for recommendations and put out a call for volunteers.

Staff Report (Tamar, Tony) – Staff meeting this week. Right now, all are involved with ANM, as well as other work. Both David and Athena were involved last year. Tamar will help Athena with registration, so Athena can assist with tech stuff.
ANM – Tamar: Planning for possible use of Zoom “Webinar” function, which requires specific knowledge. Craig suggested Zetnab Dey, a contact of his, who could serve as tech support and assistant. She would consider chatting with us. Tamar asked if SC members can help with Zoom assistance. Tamar asked if we should approve a certain amount of funds, if needed, up o $1000.

On the past couple of calls we have discussed and agreed that this year there would be a direct mailing sent to donors. At one point it was possible to consider two for 2023 but as that is unlikely we are presenting a proposal for one more comprehensive mailing for this year.

Motion:
The Fundraising Committee will execute a direct mail appeal newsletter for the last half of 2023 at the cost of Cost – ~$7,350.
Cost break down:
• Cost – ~$7,350, ~3,500 names (price for 3,000-3,999 letter sets) ~$2.10 per letter set all inclusive *
• Stipend for writer 200.00
Theme – very brief wrap-up of ANM highlights, candidates to watch, states to help with ballot access and some ballot access successes to date.
Background/Rationale
There has not been a direct mail appeal sent to the party’s donor list for over a year. This lapse has not only reduced donor income but also compromises the accuracy of the donor list as forwarded mail with new addresses only happens for a limited amount of time. The current donor mailing list is in the best shape possible due to the extra work done by Athena Alma.
The mailing is slated to make a minimum of $9,500. However, with this mailing, we will have new and better information about our donor address to use for future mailings. Mailings are more than fundraising appeals. It is the only way we communicate with over 50% of our donors.
This is an optimum time to send an appeal to all our donors (mail only and those who get email appeals) as the national party is getting more attention as the presidential campaign year approaches but it is still early for any presidential candidates to go all out on fundraising so the party is getting a big ask out first.
These fundraising appeals:
Almost never fail to turn a profit for the party.
Have a significantly higher average donation compared to email fundraising.
Effectively reach demographics that are typically less responsive to email fundraising.
Are the only effective means the party has to reach donors with only addresses in its donor database. Approximately 57% of our donors don’t have email.
Communication from the national party and likely a donation from a Green who might have lapsed supporting national and their state could encourage renewed state/local engagement.

I think this will go much easier with a screen-sharing Zoom meeting to schedule the ads in the ad schedulers, then screenshot they’re ready to go, and then approve their submissions.

BACKGROUND AND PURPOSE: The National Diversity Committee has updated its bylaws to allow for democratic control of its membership and further diversity in future committee leadership and now requires approval by the National Committee for ratification.
PROPOSAL: The Diversity Committee of the Green Party of the United States Bylaws are amended as follows:
No changes to the Title, NAME, or MISSION of the Bylaws of the Diversity Committee.

Background:
People Vs Fossil Fuels and Food and Water Watch and other organizations are hosting a rally the day leading up to the United Nations Climate Ambition Summit in New York in September.
Stop all federal approvals for new fossil fuel projects. This includes repealing permits for climate bombs like the Willow project and Alaska LNG.
Phase out fossil fuel production on our public lands and waters. We need to transition to clean energy, and this means ending our reliance on fossil fuels.
Declare a climate emergency. This will allow us to take bold action to address the climate crisis.
Lead a just transition to clean community-centered energy at home. This means creating jobs in the clean energy sector and ensuring that everyone benefits from the transition to a clean energy economy.
These goals align with the Green Party of the US’s values, which are to protect the environment, promote social justice and equal opportunity, decentralization, personal & global responsibility, and especially future focus and sustainability.
It’s important to remember that the United Nations has already declared that planned fossil fuel production through 2030 is double the amount believed to be compatible with keeping warming to the 1.5 C rise. This means that we need to take urgent action to reduce our reliance on fossil fuels.
The Biden administration has recently given the green light to more new fossil fuel projects than did the government of former president Trump. This is a concerning development, and it’s important to hold the administration accountable for its actions.
We need to demand that the Biden administration stop approving new fossil fuel projects and start phasing out fossil fuel production on our public lands and waters. We also need to declare a climate emergency and lead a just transition to clean community-centered energy at home.
